Eyesee, I downloaded MalwareBytes, updated definitions, ran full system scan It found and removed 3 entries (one was in a restore point) I turned off and back on system retore to clear anything lurking that might have been overlooked Rebooted and scanned again. 2nd scan came up clean However no improvement to the problem. System will not run anything named SETUP (I did change the name of the MalwareBytes setup program to get it installed) I have seen others complaining about this same issue via google search, but have never seen anyone post a solution. Thanks Louis: I first noticed an issue when doing updates during the rebuilt, installing IE Explorer 8 & attempting to install Google as a search provider. It would not install. I believe that the machine began to be used before I had finished all my rebuilding/updating, so there are variables here that I can't put my finger on. We had a power outage. Keyboard & Mouse stopped working.
I by-passed the PS2 ports on the board by using USB mouse & keyboard. Machine just wasn't performing correctly, so I rebuilt it - reformatted hard drive, reinstalled WinXPpro 32-bit and all programs. Did the system's refusal to run startup.exe files begin at the time I upgraded to IE8? - I don't know.
That's the first time I ran into a program not installing (when I attempted to add Google as a Search Provider) I am running a checkdisk with a repair switch right now. What would you look for if you suspected the hard drive as a contributor to this problem?
